Bill is a leading campaigner for human rights and a former founder member of the Jubilee Campaign. He was made a Freeman of Wigan in 2000 for his work, particularly in Eastern Europe.
As founding Director of the Epiphany Trust, Bill has developed a range of award winning projects in Romania, on the Thai-Burma border and in South Asia as well as Chrysalis Holidays – which is a social enterprise in Greater Manchester providing educational holidays for adults with learning disabilities.
Bill’s background is in surveying in which role he has worked in Europe and the Middle East. He currently sits on the boards of the Wigan Leisure & Culture Trust which runs all cultural and leisure services in the Metropolitan Borough of Wigan, and Jigsaw 4U International, a bereavement counselling service for children.
Bill President of Lowton Independent Methodist Church and is married to Pam.
Bill was appointed a Deputy Lieutenant in 2005.
